Abdalis Toro
Abdalis Toro is SC’s State Monitor Advocate (SMA) and one of the co-chairs of the Labor Trafficking Subcommittee under the state’s Human Trafficking Taskforce. As the SMA, she is tasked with monitoring compliance regarding the delivery of services to Migrant and Seasonal Farmworkers (MSFWs) by the State Workforce Agency (SWA). She does this by conducting ongoing reviews of service delivery, participating in on-site monitoring visits, and providing recommendations for improvements. She also serves as a liaison with farmworker organizations and strives to have outreach efforts meet the needs of MSFWs, including combatting labor trafficking through education and complaint referrals.
